Under RERA, carpet area is the net usable floor area of a flat, excluding the area covered by external walls, service shafts, exclusive balcony or verandah area and exclusive open terrace area, but including the area under internal partition walls. Built-up area and super built-up area are larger figures that add walls, balconies and a share of common spaces. Since RERA came into force, developers must sell flats on the basis of carpet area, so that is the number you should use to compare homes.

Why these terms confuse buyers

For many years, flats in India were advertised using super built-up area, often called saleable area. Two flats advertised at the same size could have very different usable space, because each developer calculated the common area share differently. Buyers often discovered after moving in that the rooms were smaller than they expected. RERA addressed this by giving carpet area a single legal definition and requiring flats to be sold on that basis.

Carpet area as defined under RERA

Section 2(k) of the Real Estate (Regulation and Development) Act, 2016 defines carpet area as the net usable floor area of an apartment. In simple terms, it is the space you can actually use inside your flat.

  • Included: bedrooms, living and dining areas, kitchen, bathrooms, internal passages and the area under internal partition walls.
  • Excluded: the area covered by external walls, areas under service shafts, exclusive balcony or verandah area and exclusive open terrace area.

Balconies and terraces that belong only to your flat are not part of carpet area, but developers usually mention them separately in the agreement so you know exactly what you are getting.

Built-up area

Built-up area is generally understood as the carpet area plus the thickness of the external walls, and in common usage often includes exclusive balconies. It is not defined in the RERA Act, and different people calculate it slightly differently. It is still used informally in the market, so if someone quotes a built-up figure, ask them what it includes.

Super built-up area

Super built-up area adds a proportionate share of the building's common areas to the built-up area. Common areas can include lobbies, staircases, lift wells, corridors, the clubhouse and other shared facilities. The share allotted to each flat is sometimes called loading. Because loading varies widely between projects, super built-up figures are not a reliable way to compare two homes.

When you shortlist homes, use the RERA carpet area for every comparison. A few practical tips help here.

  1. Ask for the RERA carpet area in writing. It should appear in the cost sheet and the agreement for sale.
  2. Check it on MahaRERA. The project's MahaRERA page lists carpet areas of unit types, so you can match them with the agreement.
  3. Calculate price per carpet sq.ft. Divide the total agreement value by the carpet area. This gives a fair comparison between projects.
  4. List balconies and terraces separately. They add real value, but they are not part of the carpet area and should be noted on their own.
  5. Look at the layout, not just the number. A well-planned flat with little wasted passage space can feel larger than a bigger flat with an awkward layout.

Carpet area at possession

Minor variations can occur between the carpet area in the agreement and the area actually delivered. Your agreement for sale should explain how any difference is handled, including price adjustment.
